Types of Visa
Before applying for a visa to Lithuania, you should decide the visa type under which you wish to lodge your application.
Schengen visa
- Short-stay visa (C) – a visa valid for transit through or an intended stay in the territory of the Schengen Member States of a duration of no more than 90 days in any 180-day period.
- Airport transit visa (A) - a visa valid for transit through the international transit areas of one or more airports of the Schengen Member States.
National visa (D) – allows to enter the Republic of Lithuania and stay in it for a period longer than 90 days but shorter than a year.
- After the changes in the Law on the Legal Status of Foreigners came into effect on 1 July 2023, Lithuanian consular services abroad cease to process applications for issuance of national visas. Applications for national visas hereafter by the foreigners, who are not in Lithuania, can be submitted only through the external service provider chosen by the Migration Department under the Ministry of Interior. Schengen visas
The Embassy of the Republic of Lithuania to the Republic of Armenia issues short-stay Schengen (C) visas to Lithuania. The Embassy also represents Denmark, Estonia, Hungary, Latvia and the Netherlands in issuing of short-term Schengen (C) visas as well as Spain (for restricted categories of travel only).
Lodging an application
Travellers to Denmark, Estonia, Hungary, Latvia, Lithuania and the Netherlands, can make an appointment online, fill in an application form and submit the required documents to VFS Global Visa Application Center:

In justified cases of urgency the Embassy may allow applicants to lodge their applications directly at the Embassy by making an appointment by email consul.am@urm.lt.
Documents for obtaining Schengen visas can be submitted directly at the Embassy only by third-country nationals who are beneficiaries in accordance with Article 3 of Directive 2004/38 / EC (on the right of citizens of the Union and their family members to free movement and residence). Members of official delegations can also apply for a visa at the Embassy.

An applicant travelling to Spain can submit Schengen (C) visa application directly at the Embassy ONLY IF he/she falls under one of categories indicated in the Article 4 part 1 par. b of the Agreement between the European Union and the Republic of Armenia on the Facilitation of the Issuance of Visas . In above mentioned cases the registration e-mail must contain an attached document (invitation) as indicated in the Agreement. In order to submit the documents for Schengen (C) visa directly at the Embassy’s Consular Section an applicant has to register in advance via email consul.am@urm.lt
At the time of submission of the first application, the applicant is required to appear in person.
Applications shall be lodged no more than six (6) months, and for seafarers in the performance of their duties no more than nine (9) months, before the start of the intended visit, and, as a rule, no later than 15 calendar days before the start of the intended visit.
In justified individual cases of urgency, the visa authority of the Republic of Lithuania or the central authorities may allow the lodging of applications later than 15 calendar days before the start of the intended visit.
Visa authority competent for examining and deciding on applications
Decisions on the issuance or refusal to issue a visa, annulment and revocation of a visa are made by diplomatic missions and consular posts of the Republic of Lithuania, assigned to perform functions related to the issuance of visas by order of the Minister of Foreign Affairs of the Republic of Lithuania (further – visa authorities).
Visa authorities of the Republic of Lithuania are competent for examining and deciding on an application for a uniform visa if:
a) Lithuanian territory (or territory of other represented state) constitutes the sole destination of the visit(s);
b) if the visit includes more than one destination, or if several separate visits are to be carried out within a period of two months, Lithuanian territory (or territory of other represented state) shall constitute the main destination of the visit(s) in terms of the length of stay, counted in days, or the purpose of stay; or
c) if no main destination can be determined, Lithuanian external border (or border of other represented state) should be first the applicant intends to cross in order to enter the territory of Schengen Member States.
In Armenia, the examination of applications, interviews (where appropriate), the decision on applications and the printing and affixing of visa stickers shall be carried out only by the Embassy of the Republic of Lithuania in Yerevan.
NOTE: The document packages submitted to BLS Visa Application Center by travelers going to Spain are processed by Consulate General of Spain in Moscow.
The Embassy of the Republic of Lithuania in Yerevan shall examine and decide on an application lodged by a third-country national legally present but not residing in its jurisdiction if the applicant has provided justification for lodging the application in Armenia.

Criteria for an application to be considered admissible
The application shall be admissible if the following conditions have been fulfilled:
- The application shall be lodged within the period referred above.
- The applicant shall present a valid travel document satisfying the following criteria:
- its validity shall extend at least three (3) months after the intended date of departure from the territory of the Member States or, in the case of several visits, after the last intended date of departure from the territory of the Member States. However, in a justified case of emergency, this obligation may be waived;
- it shall contain at least two blank pages;
- it shall have been issued within the previous 10 years. - electronic application for a Schengen visa, completed, printed and signed (in the field 36 and last page) in Lithuanian, English or Russian. Persons included in the applicant’s travel document shall submit a separate application form. Minors shall submit an application form signed by a person exercising permanent or temporary parental authority or legal guardianship.
- The following biometric identifiers of the applicant shall be collected:
• a photograph (according to this sample), scanned or taken at the time of application, and
• 10 fingerprints taken flat and collected digitally.
Other General requirements for all visa applicants:
- a valid document confirming possession of a medical insurance with the coverage not less than 30 000 EUR;
- documents indicating the purpose of the journey;
- documents indicating the accommodation and/or proof of sufficient means to pay for the accommodation;
- documents indicating that a person submitting an application for a visa is in possession of adequate means of subsistence (50 EUR per day) for the intended period of stay as well as for the return to his country of origin or country of residence or for travelling to a third country, to which he would definitely be accepted or may legally receive such means of subsistence. This requirement is not applicable for minors travelling with their adult family members;
- when a visa is issued to a person on the basis of an invitation, the amount of funds necessary for an incoming person to stay in the Republic of Lithuania is 50 euros per day. In case of representation to issue Schengen visa, the applicant must prove having the means of subsistence for one day: Denmark – 300 DKK, Estonia – 130,8 EUR, Hungary – 10 000 HUF, Latvia – 14 EUR, Netherlands – 55 EUR, Spain – 100 EUR. - information helping to access whether a person submitting an application for a visa intends to depart from the Schengen area until the expiration date of the visa that he/she applies to be issued.
- Applicants shall pay a visa fee.
The following applicants shall be exempt from the requirement to give fingerprints:
• children under the age of 12;
• persons for whom fingerprinting is physically impossible. If the fingerprinting of fewer than 10 fingers is possible, the maximum number of fingerprints shall be taken. However, should the impossibility be temporary, the applicant shall be required to give the fingerprints at the following application;
• heads of State or government and members of a national government with accompanying spouses, and the members of their official delegation when they are invited by Schengen Member States’ governments or by international organisations for an official purpose;
• sovereigns and other senior members of a royal family, when they are invited by Schengen Member States’ governments or by international organisations for an official purpose.
However, where there is reasonable doubt regarding the identity of the applicant, the visa authority of the Republic of Lithuania shall collect fingerprints within the period of 59 months.
Supporting documents
In addition, applicants shall submit supporting documents according to the purpose of their travel:
NOTE: All the documents (that are not in Lithuanian, English or Russian) should have Lithuanian, English or Russian translations either notarized or confirmed by translation offices.
Visa and service fee
The fee for processing visa applications shall amount to 35 EUR (when traveling to Denmark – 90 EUR).
Fees for processing the visa application are waived for the following categories of persons:
- pensioners;
- children under the age of 12;
- members of national and regional governments and of Constitutional and Supreme courts, in case they are not exempted from the visa requirement by this Agreement;
- persons with disabilities and the persons accompanying them, if necessary;
- close relatives – spouse, children (including adopted), parents (including custodians), grandparents or grandchildren – of citizens of Armenia legally residing in the territory of the Member States, or citizens of the Union residing in the territory of the Member State of which they are nationals;
- members of official delegations, including permanent members of official delegations, who, following an official invitation addressed to Armenia, shall participate in meetings, consultations, negotiations or exchange programmes, as well as in events held in the territory of one of the Member States by intergovernmental organizations;
- pupils, students, post-graduate students and accompanying teachers who undertake trips for the purposes of study or educational training, including exchange programmes as well as other school-related activities;
- journalists and technical crew accompanying them in a professional capacity;
- participants in international sport events and persons accompanying them in a professional capacity;
- representatives of civil society organisations and persons invited by Armenian community non-profit organisations registered in the Member States when undertaking trips for the purposes of educational training, seminars, conferences, including in the framework of exchange programmes or Pan-Armenian and community support programmes;
- persons participating in scientific, academic, cultural or artistic activities, including university and other exchange programmes;
- persons who have presented documents proving the necessity of their travel on humanitarian grounds, including to receive urgent medical treatment and the person accompanying such person, or to attend a funeral of a close relative or to visit a seriously ill close relative
NOTE: In addition to a Schengen visa fee, VFS Global Visa Application Center shall charge a service fee.
Prior consultations
On the grounds of a threat to public policy, internal security, international relations or public health, a Schengen Member State may require the central authorities of other Schengen Member States to consult its central authorities during the examination of applications lodged by nationals of specific third countries or specific categories of such nationals. Such consultation shall not apply to applications for airport transit visas.
Decision on the application
Applications shall be decided on within 10 calendar days of the date of the lodging of an application which is admissible. That period may be extended up to a maximum of 30 calendar days in individual cases, notably when further scrutiny of the application is needed.
Applicants who have been refused a visa receives are notified by means of the standard form on the refusal, annulment or revocation of the visa, stating the reasons for the decision.
Right to appeal
Applicants have the right to appeal against the decisions to the Regional Administrative Court (Žygimantų St. 2, LT-01102 Vilnius, phone: +370 5 264 8703) within 14 days from the date of the delivery of the decision. In accordance with the procedure established by the Law of the Republic of Lithuania on the Legal Status of Aliens and the Law on Administrative Proceedings of the Republic of Lithuania, an appeal must be lodged in Lithuanian, and documents written in other languages must be translated into Lithuanian and approved in accordance with the established procedure. A stamp duty of EUR 30 must be paid for the appeal (if the appeal is lodged to a court only by electronic means, 75 % of the amount of the stamp duty must be paid).
Rights derived from an issued visa
Mere possession of a uniform visa or a visa with limited territorial validity shall not confer an automatic right of entry. Visa holders at the external border are required to provide evidence that they fulfil the entry conditions as they set in Article 6 of the Schengen Borders Code
Family members of an EU citizen or a citizen of an EFTA Member State
According to the Article 21 of the Treaty on the Functioning of the European Union, every citizen of the Union shall have the right to move and reside freely within the territory of the Member States, subject to the limitations and conditions laid down in the Treaties and by the measures adopted to give them effect. These restrictions and conditions are, among others, set out in Directive 2004/38 /EC on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States. If applicants meet the status of a family member* of an EU citizen as laid down in the Directive, the visa authority of the Republic of Lithuania will give them every opportunity to obtain the required visa and provide them with the best conditions to obtain it, including**:
- no visa fee;
- visas are issued as soon as possible (the processing of a visa application for more than 15 days can only be exceptional and duly justified), and an appointment should be made on more favourable conditions than for other third-country nationals;
- a limited list of supporting documents (a proof that there is an EU citizen, from whom certain rights are derived, that the visa applicant is a member of the family of such an EU citizen and that the person applying for a visa accompanies the EU citizen in the host Schengen Member State, or joins him or her there).
*Family member:
- a spouse or a person with whom an EU citizen has contracted a registered partnership.
- direct descendants of a citizen and/or spouse or person with whom a registered partnership agreement has been concluded, who are under the age of 21, or who are dependents.
- dependent relatives according to the direct upper line of the citizen, spouse or person with whom a registered partnership agreement has been concluded.
The Directive 2004/38/EC applies for those family members who together with EU citizen are traveling (or intending to join him/her) to a Member State other than his/her nationality or already living in such a Member State.
For instance: a citizen of the Republic of Armenia, together with a spouse, which is an Estonian citizen, are going to Lithuania or intends to meet there.
The rights granted by the Directive are generally not applicable to EU citizens living in the Member State of their nationality, except of:
- Citizens of two EU Member States;
- EU citizens returning to the Member State of their citizenship, who have lived in another Member State;
- EU citizens who used the right of free movement in another member state, but did not live there, for example: provided services in another Member State.
**The same conditions also apply to family members of a national of an EFTA (European Free Trade Association) Member State.
Complaints procedure
Applicants may lodge complaints about the conduct of staff at visa authorities of the Republic of Lithuania and, where applicable, of the external service providers or the application process. In accordance with Article 2 p. 5 of the 1999 June 17 Law on Public Administration of the Republic of Lithuania No. VIII-1234, a complaint is a written application of a person to a public administration entity, stating that his or her rights or legitimate interests have been violated and asking to defend them. Pursuant to Article 3 p. 8, the complaint shall be lodged to the visa authority of the Republic of Lithuania concerned or directly to the Ministry of Foreign Affairs.
Complaints are examined in accordance with the procedure laid down in Article 14 and Section 3 of the Law, decisions on appeals shall be taken within 20 working days. Where, for objective reasons, the complaint cannot be dealt with within that period, the period may be extended, but for no longer than ten (10) working days. The person shall be notified in writing of the extension within two (2) working days, and the reasons for the extension shall be indicated.
